August 7, 2019 The Seoul Metropolitan Government is reportedly planning to develop a blockchain-based administrative services program, along with a cryptocurrency, in collaboration with ZeroPay.

The proposed token, S-coin, will be issued to citizens as a reward for using public services and may be redeemed for goods and/or services. The program is part of a larger initiative by Seoul’s mayor, Park Won-Soon, to transform Seoul in a blockchain-based smart city, first announced in October 2018.
