September 9, 2019 Catalonia has announced plans to develop a DLT-based identity system for its citizens.

The IdentiCAT project seeks to provide Catalonians with more control over their own data and allow them to verify their identities and ages without revealing other personal information. The system will be compliant with the EU’s ‘elDAS’ rules on electronic identification and transactions, established in 2014. The Catalonian government will serve as the only validator on the network.
